Expats exit LCS meeting on car legalization with unanswered questions

While the Lake Chapala Society deserves a pat on the back for attempting to get official answers on sticky legal issues that impact many expat residents through the new monthly Town Topic series, the July 19 session advertised as “Nuts and Bolts of Legalizing your Car” clearly fell short of expectations for the 50-plus members who squeezed in to every available seat.
Guest speaker Miguel Humberto Silva Espinoza de Los Monteros, representing the federal government’s Tax Administration Service (SAT), was booked through the gestures of Yolanda Martinez, regional delegate of Guadalajara’s Chamber of Commerce (Canaco). As an official assigned to the agency’s regional office of Audit on Foreign Trade (ARACE), Silva seemed like he was a logical choice to address the crowd. ARACE is the SAT dependency responsible for investigation on tax matters related to the importation of vehicles and merchandize and managing shields on foreign trade. Unfortunately, he was not properly prepped to answer the community’s many burning questions on the subject of interest.
